PM contempt case adjourned to Feb 27

PM denies the charges leveled against him by the court with regard to contempt of the court case.

 

A seven-member bench of the Supreme Court headed by Justice Nasir-ul-Mulk and comprising Justice Asif Saeed Khan Khosa, Justice Sarmad Jalal Osmani, Justice Ijaz Afzal Khan, Justice Ijaz Ahmed Chaudhry, Justice Gulzar Ahmed and Justice Athar Saeed heard the case.

 

Earlier, the Supreme Court indicted Gilani for not implementing the court orders.

 

PM Gilani arrived in the Supreme Court amid tight security arrangements.

 

Aitzaz Ahsan has informed the court that he needs time until February 24 for filing the answers to the charges against the Prime Minister Yousaf Raza Gilani.

 

Earlier, the prime minister denied the charges after the charge sheet was read out to him. The PM said he has understood the charges and denies them.

 

Justice Nasir-ul-Mulk said that judges may not be available on February 24.

 

The attorney general has also been directed to submit all the relevant papers.

 

The PM has also been exempted from appearing in the court. The court also adjourned the case to February 27.
 

Poor construction blamed for NZ building collapse

A six-story building that collapsed and killed 115 people during last year s New Zealand earthquake did not meet construction standards, according to a government report released Thursday.

The report was contested by the building s designer, which called it “technically inadequate.”

 

The Canterbury Television (CTV) building in Christchurch fell into a smoldering heap during the magnitude-6.1 earthquake on Feb. 22. It accounted for nearly two-thirds of the quake s 184 victims.

 

New Zealand s Department of Building and Housing found in its report that the CTV building didn t meet minimum requirements when it was built in 1986 and would fall far short of latest standards.

 

The report is the first to find construction flaws in a building that collapsed during the earthquake. Three previous reports of buildings, which at least partially collapsed, found that those buildings were built to requirements but failed due to the intensity of the quake.

 

The findings could open the door for legal claims by victims  families.

 

Brian Kennedy, whose wife Faye died in the CTV building collapse, said that family members would first likely want to hear from the designers, builders and inspectors at the inquiry and then “take it from there.”

 

He said the report helps give him at least some sense of closure.

 

“It gives me a feeling that I understand exactly what happened, how quick it happened, and that thank god it didn t happen to other buildings,” he told The Associated Press.

 

The department concluded that load-bearing concrete columns were reinforced with insufficient steel, making them brittle, and that the columns  asymmetrical layout made the building twist during the quake, placing extra strain on those columns.
The report didn t specify who was to blame for the shortcomings

 

the architects who designed the structure, the construction company who built it, or the officials who inspected it
although there is probably plenty of blame to go around. An ongoing inquiry into the earthquake may find some more answers to those questions.

 

The department has handed its report to New Zealand police, for them to determine whether there is any criminal culpability.

 

Alan Reay Consultants, which carried out the building s initial structural design, disagreed with the report.
“Personally I feel incredibly torn,” Reay said in a statement, issued immediately after the report came out. “I have huge empathy for the families waiting for answers, but these reports are technically inadequate … Some of the assumptions made in the reports are highly questionable.”

 

The report notes that drawings for the building fail to show a required gap between the columns and the beam panels that extended outward from those columns. The gap, which allows movement during an earthquake, was required to be 19 millimeters (3/4 inch) but in the drawings was only about half that.

 

The report also found that the drawings showed no reinforcing steel for the connections between some walls and floors. The omission was discovered in a 1991 review of the building for a potential buyer, the report said, which led to the installation of some steel connectors then. But the report concluded the additions were insufficient to make the building strong enough.
 

UN nuclear inspection gets under way in Iran

Iran s foreign minister expressed optimism Sunday that a visit by U.N. inspectors to Iran s nuclear facilities would produce an understanding, despite world concerns that Iran is trying to build nuclear weapons.

 

The three-day inspection tour by the International Atomic Energy Agency team comes during spiking tension. The West is imposing new sanctions to try to force Iran to slow or halt its nuclear program, and Iran is threatening to close the Strait of Hormuz, a vital oil passage, in retaliation.

 

Visiting Ethiopia, Iranian Foreign Minister Ali Akbar Salehi appeared to be trying to defuse the crisis.

 

“We are very optimistic about the mission and the outcome” of the IAEA mission, Salehi was quoted as saying by Iran s semiofficial Mehr news agency.

 

“We ve always tried to put transparency as a principle in our cooperation with IAEA,” Salehi said. “During this visit, the delegation has questions and the necessary answers will be given,”

 

The findings from the visit could greatly influence the direction and urgency of U.S.-led efforts to rein in Iran s ability to enrich uranium which Washington and allies fear could eventually produce weapons-grade material. Iran has declined to abandon its enrichment labs, but claims it seeks to fuel reactors only for energy and medical research.

 

The team is likely to visit an underground enrichment site near the holy city of Qom, 80 miles (130 kilometers) south of Tehran, which is carved into a mountain as protection from possible airstrikes. Earlier this month, Iran said it had begun enrichment work at the site, which is far smaller than the country s main uranium labs but is reported to have more advanced equipment.

 

The U.N. nuclear agency delegation includes two senior weapons experts Jacques Baute of France and Neville Whiting of South Africa suggesting that Iran may be prepared to address some issues related to the allegations that it seeks nuclear warheads.

 

In unusually blunt comments ahead of his arrival, the IAEA s Deputy Director General Herman Nackaerts who is in charge of the agency s Iran file said he wants Tehran to “engage us on all concerns.”

Pakistan hands six dossiers to India

ISLAMABAD: Pakistan sought the extradition from India of the suspected lone surviving gunman from the 2008 Mumbai attacks to further its own investigation into the case, officials said on Sunday.

According to sources, Indian Deputy High Commissioner Rahul was summoned at Foreign Office and handed six dossiers on the headway made in Mumbai Attacks investigations.

The dossier has been sent to New Delhi through which the extradition of Ajmal Kasab, the gunman, and Fahim Ansari, an Indian accused of conducting reconnaissance of Mumbai landmarks before the attack, has been sought.

The dossiers comprise the answers to questions raised by India in connection with the Attacks. Also, the explanation of some questions has been demanded of India.

Pakistan wants more information on the Attacks, the dossiers said.

“In the context of an ongoing trial in Islamabad, it(extradition) is becoming our legal requirement and we are sending a dossier soon in this regard,” Pakistan’s Foreign Office official earlier said.

India blames Pakistan-based LeT for the Mumbai attacks and has broken off talks with Pakistan, saying Islamabad must first act against militants operating from its soil, including the LeT, before a peace process can resume.

Another official said Pakistan hoped to get information from Kasab and Ansari which could be used for the trial of the seven LeT members.

“We believe their statements, especially Kasab”s, would be helpful,” said the official, who declined to be identified.

Pakistani Interior Minister Rehman Malik has said warrants had been issued for the arrest of the pair.

Kasab is accused of being one of 10 gunmen who attacked Mumbai in November 2008 in a three-day rampage.

An Indian court concluded his trial in March and is due to announce its verdict on May 3. Kasab faces the death penalty if found guilty of waging war against India.

India has also been pressing Pakistan to prosecute LeT founder Hafiz Mohammad Saeed but Islamabad says New Delhi has not provided enough evidence against him.

Leaders of India and Pakistan may meet in Bhutan”s capital this week on the sidelines of a summit of South Asian nations to discuss trade and the environment.

But she cried for Jordan, too. She said she felt such a strong connection to the tortured mother, she even considered sending her flowers. Here is her story:

I feel for his mother. I can empathize with her pain and can even understand what drove this mother to an unthinkable solution.

It’s not that I condone what she did, but I can relate to the feeling of desperation she must have felt.

I am the mother of a nonverbal 8-year-old boy with autism – just like Gigi Jordan. Like Gigi Jordan, I stay home to care for my son.

If, by the time I die, he can say, “I love you,” I would faint. That would be great. I just want him to be able to dress himself so he’s not totally dependent on others for everything. What frightens me most is that nobody will be there to care for him when I’m gone.

I took him to the dentist today, and they had to restrain him and put the bite blocks in. He screamed through the whole thing. But toward the end, the nurse said it was almost finished, and he said “okay.” The nurse had no idea what a gift that was.

When I’m around other people with “typical” kids and people start sharing their problems, I feel like such a downer. It’s hard to find people who truly understand. It’s isolating.

When I get really down, I have to tell myself that no matter how bad it is, it could be worse. I actually cheer myself up thinking that at least I’m not a mother in Africa hiding from rebels who want to steal my children. That’s my coping mechanism.

To educate a child with autism is very costly. Many families have to battle with their school district to get appropriate services for their child. There is insurance discrimination for people with autism. Services are lacking when a child reaches adulthood. Individuals with autism are at a higher risk for abuse, both physically and sexually. The list is endless.

God gave me Nicky the way he is, and while I would be first in line for a safe way to make his autism go away, I’m deathly afraid to do anything experimental that might harm him.

If I had the financial resources like Gigi Jordan, I would hire a staff of special education teachers and speech therapists. With a staff of three or four, my son would be “on task” constantly from the time he wakes until the time he is sleeping. Imagine wanting that for your child.

I don’t know what her staff was like, but even with all that money, she didn’t find the help she felt she needed. It’s a very lonely existence, and there’s not one place to get the answers. There isn’t one thing that’s going to fix our kids. And with all her money, maybe she went down a path she regretted. I don’t know, but my heart breaks thinking about it.

April is Autism Awareness Month, and my other son – who’s 10 years old and “typical” – is preparing to do elementary school assemblies with my husband on “How to Be a Friend to Someone with Autism.” We feel that starting at the elementary level will give us a greater chance to reach the leaders of tomorrow who can make the changes we need.
