Gov. Bob McDonnell has conceded a “major omission” for not noting slavery in declaring April Confederate History Month in Virginia.
As part of his mea culpa, McDonnell inserted into the proclamation a paragraph condemning slavery as “evil and inhumane” and blaming it as the cause of the Civil War.
In a 400-word statement issued by his office, McDonnell said the failure to include a slavery reference was a mistake and apologized to any Virginian who might have been offended or disappointed.

Flags Lowered as Search Continues for Missing West Virginia Miners
Governor Joe Manchin ordered flags lowered to half staff in West Virginia to mourn the deaths of at least 25 miners in an explosion at the Upper Big Branch Mine in Montcoal on Monday.
Rescuers are drilling four holes as deep as 1200 feet to remove toxic gases, so search teams can enter and try to find the four men not confirmed dead.
Samples taken Wednesday morning showed unsafe levels of carbon monoxide and hydrogen.
According to news reports, rescuers have not heard any sounds from the four missing miners.
Kevin Stricklin, an official with the federal Mine Safety and Health Administration, said at a news conference late Wednesday afternoon that it was still too dangerous for rescuers

MOSCOW, Russia news : Ninety people were killed when a blast ripped through a cafe in the Russian Ural city of Perm, Russian news agencies reported Saturday quoting local officials.
“Ninety people were killed, bodies were evacuated from the scene,” the Perm region’s public security minister Igor Orlov said as quoted by official media.
Some 60 people were rushed to a hospital from the stricken Lame Horse bar, a regional emergency ministry official said as quoted by news agency.
The blast hit the cafe as some 200 people, mostly the cafe’s employees and their families, were partying inside to celebrate the bar’s eighth anniversary, local police said as quoted by media, suggesting that the explosion was caused by a fireworks rocket gone wrong.
A police source told media that most victims succumbed to carbon monoxide poisoning in the crush as the panicked crowd rushed to escape.
Local officials ruled out the possibility that the blast was due to a terrorist act, Interfax reported.
“The accident was due to a violation of instructions when launching fireworks,” senior judicial official Vladimir Markin was quoted as saying.
