US, China acknowledge ”good progress” in Iran talks: US

WASHINGTON: US Secretary of State Hillary Clinton and a Chinese official acknowledged “good progress” had been made when they talked about efforts to impose new sanctions on Iran, a US official said Wednesday.
State Department spokesman Philip Crowley said Clinton and China”s state councilor Dai Bingguo spoke for more than an hour by telephone late Tuesday, discussing both Iran and North Korea, whose nuclear programs worry Washington.
“They talked about the status of discussions on Iran sanctions. They acknowledged that good progress has been made,” Crowley told reporters.
They discussed “a couple of technical issues in the drafting… of the draft (UN sanctions) resolution and pledged that both sides would continue to work hard within the P5-plus-1 to resolve remaining questions,” Crowley said.
He was referring to the permanent five members of the UN Security Council — the United States, China, Russia, France and Britain — plus Germany, or the group that is spearheading diplomatic efforts to curb Iran”s nuclear ambitions.
He added that diplomats from the P5-plus-1 met earlier Wednesday in New York, the site of the UN headquarters.
On April 22, US Vice President Joe Biden said that China will sign on to new United Nations sanctions on Iran despite Beijing”s long insistence in favoring a diplomatic solution over punitive measures.
Washington has been trying to persuade China for months to accept toughened sanctions. Beijing has agreed to join talks at the UN on a toughened regime, but has yet to make its position clear.
Meanwhile, Crowley said Dai briefed Clinton on a visit to China last week by North Korean leader Kim Jong-Il, which come on top of briefings Chinese officials earlier gave senior US diplomats about the visit.
Dai “gave the secretary a little more insight into the recent visit to Beijing by Kim Jong-Il,” Crowley said without elaborating.
Pyongyang”s official media on Saturday reported that Kim said the isolated Stalinist state remains committed to nuclear disarmament, a year after quitting six-party talks on its atomic arsenal.
North Korea, which has tested two nuclear bombs, last year bolted from six-nation talks involving North Korea and South Korea, China, the United States, Russia and Japan.
India, Kazakhstan on verge of new bilateral cooperation

ASTANA: Indian External affairs Minister S M Krishna, on Wednesday called on Kazakhstan President Nursultan Nazarbayev and Prime Minister Karim Massimov.
Buzz up!Talking about his meeting, Krishna, presently on a three-day State visit to Kazakhstan, said: “We held detailed talks ….. and have identified several new areas which will help to further broaden and deepen our relations.”
“An agreement in the field of culture has been signed during the visit. We have also finalized a roadmap in which specific sectors and projects have been identified for time-bound implementation,” he said.
“All these will further consolidate the framework for further strengthening our cooperation in diverse sectors,” he added.
Krishna informed that he and Saudabayev conducted a “comprehensive review” of bilateral relations in all spheres, including strategic affairs.
He thanked Kazakhstan for its support to India”s campaign for a permanent membership of the United Nations Security Council (UNSC).
Addressing a joint business-meet of Indo-Kazakh Business Forum, Krishna invited the Kazakh businessmen to invest in India, as he said: “I feel that the Kazakh businessmen should also look more closely at India not only as a large market,(but) as a vibrant and dynamic scientific, technological and economical one.”
He added that Indian companies have started looking more seriously at Kazakhstan not only in terms of trading but also in terms of taking up projects, collaborating with Kazakh companies to establish joint ventures in the area of power production, infrastructure and other areas.
It is pertinent to mention that a large contingent of Indian businessmen is accompanying the Indian External Affairs Minister Krishna to explore greater economic ties between the two countries.

Australia ended the opening day’s play of the 1st Test at Gabba against West Indies at 322 for 5 after winning the toss. West Indies had a bright start when Shane Watson was lbw on nought after offering no shot to a Jerome Taylor inswinger. After that it was all Australia with Simon Katich (92 from 134 balls with 13 fours and a six) and Ricky Ponting (55 from 79 balls with 8 fours) laying the foundation for a big first innings score.

Regional Urumqi, capital of Xinjiang has been rocked by ethnic violence twice this year, in which a total of about 200 people died.
In Xinjiang, the worst ethnic violence in recent decades, Chinese Uighurs have been attacked in Urumqi, in July after taking to the streets to protest against attacks on Uyghur workers of a factory in southern China in June, which left two Uighurs dead.
Urumqi Han Chinese in seeking revenge two days later against the Uighurs, an ethnic Turkish group that calls Xinjiang its homeland. A series of stabbings of needle Uighurs claimed by fed fresh protests in September led by the Han Chinese.
Now the regional government is demanding tough action to bring stability to the region, spokesman of the Communist Party’s People’s Daily reported on Tuesday.
“Since early November, the public security organs in Xinjiang … background on strike ‘hard and punish’ campaign to further consolidate the fruits of maintaining stability and eliminate the security risks”, said.
The security forces would “destroy the places where criminals of race, and change the face of public security situation in these areas,” the report said.
The term “tough” dates from the 1980s, when Chinese police forces launched the campaign, as the sweeps used for catching offenders. Pro-reform China’s legal experts who criticized the late campaigns ignore the rights of suspects and setting targets for arrests that encouraged abuse.
In Xinjiang, energy-rich, strategically located in central Asia has been achieved in recent years by bombings, attacks and rioting by Beijing blamed Uighur separatists demanding an independent “East Turkistan”.
Many Uighurs resent government restrictions on their religion and culture and an influx of Han Chinese settlers, who in some areas have been reduced to a minority in their own land.
Rights groups and Uighur activists say Beijing also exaggerates the threat from extremists to justify tight control.

PM Gilani Visit To China From Oct 12-17
ISLAMABAD: Prime Minister Syed Yusuf Raza Gilani will pay an official visit to China from October 12-17 on the invitation of Chinese Premier Wen Jiabao.
The Prime Minister will be attending the 8th Shanghai Cooperation Organization’s Council of Heads of Government meeting in Beijing on October 14.
Apart from the SCO Heads of Government meeting, the Prime Minister will also undertake a bilateral visit to China. His programme includes meetings with President Hu Jintao, Premier Wen Jiabao and other Chinese leaders.
The Prime Minister will also meet other heads of government attending the SCO Summit.
“Both the countries are exploring new avenues of cooperation, and the Prime Minister’s visit will further consolidate multi-dimensional relations,” a Foreign Office statement said on Saturday.
