KATY PERRY has topped the list of sexy stars on Maxim magazine’s annual Hot 100 countdown.
The I Kissed A Girl hitmaker, who is engaged to British funnyman Russell Brand, fought off tough competition from Transformers babe Megan Fox, Avatar stunner Zoe Saldana and racy singer Rihanna to top the coveted annual poll.

Also featured in the top 10 are Brooklyn Decker, Blake Lively, Elisabetta Canalis, Olivia Munn, Kim Kardashian and Marisa Miller. This isn’t the first time the girls from “The Hills” have found their way on this list. Audrina has been making a steady climb up the list the last few years. In 2009, Audrina jumped 17 spots from #74 in 2008 to #57. But 2009 didn’t see equally good news for Heidi Montag: last year Mrs. Pratt fell to #81, dropping a whopping 45 spots. This year, she fell off the list completely. In 2009, “The City,” star Whitney Port made her big debut at #83. She didn’t make this year’s list either.

The decision to appoint Elena Kagan to the Supreme Court to replace John Paul Stevens will not change the political balance of Court. J. P. Stevens served for thirty five years. The Conservatives, with their head Chief Justice John Roberts, will always have a slight advance (5 votes against 4). For the first time in a hundred years the Court will have three women in its midst.
Before her nomination by the United States President Barrack Obama, she used to work as Solicitor General at the white house. She used to represent White House in different lawsuits. The appointment of Elena Kagan (aged 50) is more concerned to liberals than to the conservatives.
Kagan is a lawyer, but she never sat in a courtroom. In earlier times, the President appointed ambassadors, former Governors, but for the last fifty years normally judges are sent to the High Court. Until her nomination by Barrack Obama, she served as the lawyer representing the White House before the Supreme Court.
The backers of Elena Kagan suggested that during the time of her selection as the Solicitor General, she managed to persuade some hard core republicans for example the prominent figure of Jon Kyl from Arizona. Kyl was ‘off the scene’ power of the Judiciary Committee. Once again Jon Kyl would not want to vote for Kagan for the Supreme Court but it seriously depends on her aptitude of winning him over again.
Elena Kagan remains to be confirmed by the Senate. This should not pose too many problems as she was not a magistrate. President Barrack Obama named Elena Kagan for her great qualities as a lawyer
Elena Kagan Nominate for Solicitor of U.S. Supreme Court by Barak Obama

President Barack Obama will nominate a lawyer Elena Kagan to the Supreme Court, a person familiar with the president’s thinking said on Sunday evening.
Kagan was born in New York City, in the middle of three children of Gloria Gentleman. Kagan was an attorney for Judge Abner Mikvé by the U.S. Court of Appeals for the District of Columbia Circuit and for Justice Thurgood Marshall of the U.S. Supreme Court.
Law Elena Kagan will be the first person in 38 years to participate in the Supreme Court without first serving as a judge. She has had a year that perhaps the next best thing.
Kagan would become the third female justice to serve on the court at the same time as the first in U.S. history. The source spoke on condition of anonymity because Obama has not yet announced its decision. Communication will be Tues Monday morning in East Room of the White House.

AP source: Obama to nominate Solicitor General Elena Kagan for Supreme Court’
he foregoing paragraph says it all. The case for Kagan can be made “by the numbers,” namely, two numbers: 50 and 61….
Kagan just turned 50, making her almost seven years younger than the other short-listers — a huge advantage (as I’ve noted, and as Elie has noted).
Kagan was confirmed as Solicitor General last year with 61 votes. It will be tough for the Republicans to rustle up enough votes to defeat her. The position of Solicitor General, the federal government’s primary advocate before the Supreme Court, is about as close as you can get to being on the Court. There’s a reason why the SG is sometimes referred to as “the Tenth Justice.” It will be difficult for Republicans to explain why Kagan was acceptable to confirm as Solicitor General but unacceptable to confirm as a justice.
(Fun fact: Kagan clerked for Justice Thurgood Marshall, who also served for a short time as Solicitor General before being nominated to the Court.)
Kagan’s tenure as Solicitor General hasn’t been without criticism. Some observers on the left, for example, believe she could have handled Citizens United better. But nothing she has done in her year as SG would justify rejecting her as a SCOTUS nominee. Barring some unforeseen revelation, she will be confirmed. We suspect that Tom Goldstein’s prediction — made back in February, before Justice Stevens even announced his retirement — will come to pass: “On October 4, 2010, Elena Kagan Will Ask Her First Question As A Supreme Court Justice.”
Speaking of Goldstein, there’s some excellent, very detailed coverage of Kagan over at SCOTUSblog. See especially these two posts:

NBC: Obama to name Kagan for high court [NBC News via SCOTUSblog]
Obama picks Elena Kagan as Supreme Court nominee
NBC first reported the pick around 10 p.m. last night, followed by the Post and other news organizations. All the reports were attributed to unnamed sources with some knowledge of the process.
Now, all eyes are on the White House, which is expected to make it official some time this morning.
Best guess as to how it will unfold: Look for a tweet from press secretary Robert Gibbs that a presidential announcement is coming.
Once that happens, there will be a brief period during which the press scrambles to get to the White House.
Last year, Sonia Sotomayor’s name leaked out about an hour before she was formally introduced in an East Room ceremony.
