KARACHI: Islamic charities from Saudi Arabia and the United Arab Emirates financed a network in U.S. ally Pakistan that recruited children as young as eight to wage holy war, a local newspaper reported on Sunday, citing Wikileaks.

The International Cricket Council (ICC) today announced umpire and match referee appointments for the warm-up and group stage matches for its flagship event the ICC Cricket World Cup 2011 which will be staged from 19 February to 2 April in Bangladesh, India and Sri Lanka.Steve Davis of the Emirates Elite Panel of ICC Umpires and Kumar Dharmasena of the Emirates International Panel of ICC Umpires and a former World Cup winner with Sri Lanka in 1996, will stand in the tournament opener which will be played between Bangladesh and India in Mirpur on Saturday 19 February.Billy Doctrove and Asad Rauf, both from the elite panel, will be the third and fourth umpires, respectively while Ranjan Madugalle of the Emirates Elite Panel of ICC Match Referee will be the match referee.
Indian president opens counseling centre for workers in UAE

DUBAI: Indian President Pratibha Patil opened on Tuesday in Dubai a counseling centre for Indians working in the United Arab Emirates, a day after a rights group urged her to address the “abuse” of migrant workers in the Gulf country.
“I am happy to launch today the Indian Workers Resource Centre (IWRC) which apart from assistance including counseling will provide a 24-hour helpline for workers,” said Patil at the launch.
The centre will also manage a shelter for the runaway housemaids and deserted housewives in the UAE, where an estimated 1.7 million Indians work.
It will be the first of its kind outside India and aims “to serve the Indian workers community in the United Arab Emirates,” officials at the centre have said.

The greatest pound for pound fighter in the World Manny Pacquiao has softened his stance and now will agree to blood testing up to 14 days before a fight with Floyd Mayweather. Now the question is, will “the one and lonely” Mayweather accept these rules or will he change again and back out of the Pacman fight one more time.
Where the last fight was canceled, it was because Mayweather wanted a 14 day cut-off on the blood tests and Manny wanted a 24 days cut-off. But Pacman has softened his stance and here is why,
“I am willing to help the sport for the future of the sport. I do not want to see anyone cheat or cheat this sport. For that reason I am willing to consider taking blood as close as 14 days prior to the fight, as long as, my opponent does the same, and it is not a lot of blood, just enough to test,” Pacquiao said and continued, 
“I do not want anyone having an unfair advantage where someone may get hurt. I am willing to do my part to help this sport out.” He has also agreed to take a blood test immediately after the fight.

Pacquiao has not yet watched Mayweather’s domination of Shane Mosley, but plans to watch the fight very soon. He also agreed to take a blood test immediately after the fight was over.
Nothing is set in stone. The next time the two fighters meet at the negotiating table, Mayweather might issue a demand for a smaller cut-off date or he might even make a demand for the testing to continue until the fight.

Faisal Shahzad, the American citizen arrested late Monday night as the only suspect in the attempted car bombing of Times Square, apparently got spooked by media reports and was trying to flee the country, sources told CBS News.
Shahzad’s flight to Dubai had already pushed back from the gate at New York’s JFK International Airport and was forced to return, a law enforcement source told CBS News correspondent Bob Orr. Shahzad (who, investigators believe, was traveling alone) was also booked on a connecting flight to Pakistan.
Federal law enforcement officials told CBS News that a 9 mm handgun with extra clips was found in his car at the airport.
Database information indicates shortly after Shahzad became a naturalized American citizen in April 2009, he traveled to the United Arab Emirates, CBS News has also learned.
Shahzad previously departed the United States on June 2, 2009 aboard Emirates Flight 204 for Dubai, and last entered the U.S. on Feb. 3, 2010 aboard Emirates Flight 201.

His travels raise questions about possible ties to international terrorists, said Orr, but officials still have not established any firm links to al Qaeda or any other terror group.
The law enforcement official told Orr that Shahzad has known connections in Pakistan, but the nature of those connections – whether they are family, friends or individuals associated with any of the Asian nation’s terrorist groups – remains unclear.
The New York Times reports his age as 30 years old.
At least two videos have surfaced showing leaders of the Pakistani Taliban claiming responsibility for the attempted bombing. Those claims were initially dismissed, but a Pakistani government official tells CBS News’ Farhan Bokhari that U.S. intelligence officials have been in contact with their Pakistani counterparts as part of the ongoing investigation.
Sources tell Bokhari that if Shahzad does have solid links to terror groups in Pakistan’s most populous province, as his name seems to suggest, that will present the American-allied government with some difficult choices as to whether they can afford a new front in their fight against extremists.
According to Orr’s source, the FBI and New York police “were onto this guy early.” The break in the case apparently came from communications surrounding the sale of the SUV.
The source tells CBS News Shahzad was thought to have been at his apartment in Connecticut Monday night when details began leaking in the media that the FBI was looking for a Pakistani American. This apparently unnerved him and prompted him to try and run, although it is still unclear when he purchased his ticket to Pakistan via Dubai.
Police were still searching Shahzad’s apartment in Connecticut early Tuesday morning.
EPL: Man Utd go top again beating Tottenham
LONDON: Ryan Giggs scored two penalties as reigning champions Manchester United returned to the top of the English Premier League with a 3-1 win over Tottenham Hotspur at Old Trafford on Saturday.
Victory moved United two points in front of Chelsea with two games to play as they once again scored important late goals, this time in a match which was all square at 1-1 with 10 minutes left.
However, Chelsea will regain top spot if they win at home to Stoke City on Sunday.
United”s joy was tempered by fears England striker Wayne Rooney, who sat out the Spurs match, may miss the end of the season with a groin injury.
“I think it will probably take two or three weeks,” said United manager Sir Alex Ferguson.
The first of Giggs”s penalties, awarded after Patrice Evra was brought down in the box by Benoit Assou-Ekotto, gave United the lead in the 58th minute.
But Tottenham, fresh from wins over Arsenal and Chelsea, equalised in the 70th minute when injury-prone central defender Ledley King headed in a corner.
United hit back when Portuguese ace Nani broke down the right and chipped goalkeeper Heurelho Gomes.
Veteran midfielder Giggs then sealed United”s victory with his second spot-kick four minutes from time after Nani went down under a challenge from Wilson Palacios.
“We have beaten probably the form team of the league which says a lot for us,” Ferguson said. “We played well, that was important, but most important was we kept our nerve.”
Spurs stayed fourth in the table, and in the final Champions League qualifying spot on offer to English clubs, after arch-rivals Arsenal did them a favour by holding Manchester City to a goalless draw at the Emirates in Saturday”s late kick-off.
City closed to within a point of Spurs but will be without Shay Given for the rest of the season after the Irish goalkeeper dislocated his shoulder while making a save.
“Shay”s injury will be a problem,” City manager Roberto Mancini told the club”s official website.
“It”s not good for us because Shay is a fantastic goalkeeper. He is important to us, but in football you can always get injured.”
At the other end of the table, West Ham moved six points clear of the relegation zone with a come from behind 3-2 home win over Wigan.
Arsenal Crashes Liverpool 2-1
Arsenal Vs Liverpool 2-1, LONDON: A young team Thursday night Arsenal won seven times League Cup Champions Liverpool 2-1 in an absorbing Carling Cup tie fourth round at the Emirates Stadium.
Fran Merida thundered in a shot from 18 yards to put Arsenal ahead early in the first half of Emiliano Insua Liverpool drew 6 minutes later with an excellent dipping 25-yard strike.

And in tennis, Serena Williams finished the year as world number one after Dinara Safina withdrew due to a back injury since the season-ending Sony Ericsson Championships in Doha.
The Wimbledon champion Williams later won his second match of the tournament, defeating her older sister Venus 5-7 6-4 7-6.
Serena had to win only one more game than Safina of Russia to reach the leaderboard.
