Medvedev blames security lapse for Moscow blast

MOSCOW: President Dmitry Medvedev placed the blame on Tuesday on a lapse in security for allowing a suspected suicide bomber to kill at least 35 people and wound scores at Russia’s busiest airport.

There was no immediate claim of responsibility for Monday’s attack at Moscow”s Domodedovo airport, but the action bore hallmarks of militants fighting for state in the North Caucasus region on Russia”s southern frontier.

“It’s obviously a terrorist act that was planned well in advance in order to cause the deaths of as many people as possible,” said President Dmitry Medvedev on Tuesday.

“What happened shows that there were clear security violations,” he said. The attacker evaded security to carry the explosives into the airport’s arrival hall.

North Caucasus rebels have threatened attacks against cities and economic targets in the run-up to parliamentary elections this year and 2012 presidential polls. The choice of Domodedovo, resulting in the deaths of several foreigners, suggested the attackers sought to raise uncertainty beyond Russia”s borders.

Russia is due to host the 2014 Winter Olympics in Sochi, on the edge of the Caucasus, which some rebels consider part of the territory they aim to include in separate state.

Medvedev, due to open the World Economic Forum on Wednesday, delayed his departure to the Swiss city of Davos and was due to hold a meeting with his security services on Tuesday. On Monday he vowed to track down and punish those behind the blast.

ISLAMABAD: Pakistan has said that most of the explosives used in bomb attacks on its territory were smuggled from Afghanistan but insisted it was restricting the cross-border movement of insurgents fighting US troops.

“All these IEDs (improvised-explosive devices) are actually being transported from Afghanistan to Pakistan,” Interior Minister Rehman Malik told a national conference on countering the threat from roadside bombs.

“With naked eyes, you can see on the border… that the terrorists are coming towards Pakistan, along with arms and ammunition.”

Seven paramilitary troops were wounded in a bomb attack on the outskirts of Hangu in Pakistan’s northwest on Thursday, police and security officials said.

Relations between Afghanistan and Pakistan are characterised by mutual suspicion, although ties between the two governments have recently

GHAZNI: A suicide bomber on a motorcycle killed on Tuesday the deputy governor of Afghanistan’s Ghazni province, Mohammad Kazim Allahyar, and five other people, a top police official said.

Allahyar, his son and two bodyguards were killed instantly when the attacker detonated his explosives at the back of their car near the airport in Ghazni city, provincial police chief Delawar Zahid told Reuters.

“Allahyar was on his way to work when a suicide bomber on a motorbike targeted his car (they) were martyred,” Zahid said.

His nephew and a third bodyguard were wounded and died in hospital, Zahid said.

Suicide bomb attacks frequently kill civilians, bodyguards and members of the security forces, and insurgents sometimes execute low-level government officials, but it is relatively rare for them to hit high-level targets.

11 dead, dozens missing in Indonesia boat sinking

KUPANG: At least 11 people perished and more than 30 remained missing after an Indonesian passenger boat was hit by high waves and sank on Monday, rescue officials said.

Rescuers braved storms and rough seas to search for survivors, drafting in local fishermen to help scour the waters near Flores island in the east of the country.

“We have found 11 dead bodies and still look for about 32 people that went missing,” National Search and Rescue Agency spokesman Gagah Prakoso said.

The boat set sail carrying about 60 passengers at 7.30 am (2330 GMT Sunday) and capsized two hours later in East Nusa Tenggara province, he said.

Local police chief Abdul Rahma Aba said that the inter-island vessel was struck by high waves which caused panic among passengers before it capsized about two miles from shore.

Some 17 passengers were found alive, and four vessels from the local search and rescue agency and sea police unit have been deployed with up to 70 rescuers, Prakoso said.

“Our search operation will take place for seven days. We cannot say now whether the chance to find any survivor is very slim. We”ll do our best and will deploy more rescuers tomorrow,” he said.

Local fishermen were also involved in the operation, Prakoso added.

Search and rescue official Thomas Aguino said the rescuers were being hampered in their work by bad weather and rough seas.

“We may halt today”s search at 6 pm (1100 GMT) and will resume our operation tomorrow very early,” he said.

The Indonesian archipelago of more than 17,000 islands is heavily dependent on maritime services but its safety record is poor, and fatal accidents are common.

Up to 335 people were killed when a heavily overloaded ferry sank off Sulawesi island in January last year. In December 2006 a ferry went down in a storm off the coast of Java, killing more than 500 people.
