Gilani, Kayani discuss security situation

ISLAMABAD: Chief of the Army Staff General Ashfaq Parvez Kayani called on Prime Minister Syed Yousuf Raza Gilani at Prime Minister House here Tuesday afternoon and discussed the overall security situation of the country.

COAS also apprised the prime minister of his forthcoming visit to China starting from 17th of this month.

LG polls after new computerized electoral lists: ECP

ISLAMABAD: Secretary Election Commission of Pakistan Ishtiak Ahmed Khan said on Tuesday that the provinces and the Election Commission have reached the consensus that the Local Government elections in the provinces would be held after preparation of new computerized electoral lists, and this process would take six months time.

This, he said after a meeting in the Election Commission of Pakistan. The meeting was chaired by Chief Election Commissioner Justice Hamid Ali Mirza (retd) and attended by Minister for Information Qamar Zaman Kaira, Chairman National Database and Registration Authority (Nadra), representatives of Local Government department of all four provinces.

He said that 2011 would be the year of LG elections, though the ECP and the provinces desired to hold the election this year but the process of completion of new electoral rolls would take six months, it would not be possible to hold LG polls this year.

Secretary ECP told that the decision has been made to use the database of Nadra for preparation of new computerized electoral rolls and the ECP staff would verify this data by door-to-door level.

He said that all the participants of the meeting agreed that the electoral rolls used for 2008 polls need to be amended before any future elections.

He told the media that ECP would sign an MOU with the Nadra for using its database. He disclosed that the ECP has sent the draft law for amending the law for making possession of CNIC imperative for registration as voter and for costing votes to the Law Ministry which has assured that the same would be tabled in the Parliament very soon.

The secretary ECP said that Ministry of Local Government would coordinate with the provinces for bringing uniformity in the LG systems of the provinces.

ISLAMABAD, Pakistan News: The Punjab Assembly has passed Local c6757020bdsembly Local Government Amendment Bill 2010 Passed by Punjab AssemblyGovernment Amendment Bill 2010 while opposition minister walked out of floor in protest. Senior Minister Raja Riaz said that after this bill, administrators would be appointed which will work under Punjab government. The House rejecting the decision of US court showed solidarity with Dr, Aafia’s family. Under the chairmanship of Speaker Rana Iqbal, Law Minister Rana Sanaullah presented the Local Government Amendment Bill 2010 in the House. Muhsan Lighari of PML-Q presented first amendment that it should be put on view till 15. It was proposed in the 2nd amendment that it should be handed over to Select Committee. Raja Riaz said that their members have reservation over the bill. But President Zardari directed to support the bill.

25361a64c6l 2010 Governor NWFP Approves Local Government Amendment Bill 2010Pakistan News: Governor NWFP Owais Ahmad Ghani has signed on the Local Government amendment bill 2010. Sources from Governor House NWFP have informed that NWFP Provincial Assembly had agreed on the amendment bill and dispatched it for the approval of the Governor.
With the approval of the bill the old Local Government System would be implemented. The Government within 30 days would appoint temporary administrators for tenure of three months.

Nazims to continue working till appointment of administrators

Lahore, Pakistan News :- Federal Minister for Local Government Abdul Razzaq Thaheem said Thursday that the condition of approval of amendment in Local Government Ordinance 2001 from the President is ending today. After that, provinces can make amendments any time and can appoint administrators, however, present Nazims will continue to work till that time.

The Nazims have announced to launch countrywide movement to save the local government system. Former Chairman National Reconstruction Bureau Daniyal Aziz said the local governments symbolize real democracy.

Three resolutions were unanimously passed in favor of present local government system during Nazims’ Convention in Haripur. The resolutions demanded for immediate elections while preserving the same system. It stated that appointment of administrators is clear violation of article 148 of the constitution. Therefore, Nazims will resist handing over democratic institutions to bureaucracy.

Addressing the convention, Daniyal Aziz said allegations of embezzlement were leveled against Nazims but they did not benefit from NRO. He told that strategy for future will be outlined in Friday’s meeting of Nazims in Islamabad.
Former Chief of Jamat Islami Qazi Hussain Ahmed, on the occasion, demanded the government to hold local government elections. He assured full support to the Nazims for protection of local government system.
