Transfer of 5 ministries to provinces in 2 days: Rabbani

ISLAMABAD: Federal Minister for Inter-Provincial Coordination Mian Raza Rabbani has said that a notification about the transfer of five ministries from center to provinces will be issued in a two-day time.

Addressing a news conference in Islamabad today (Tuesday), he said that not a single worker of these ministries would be sacked.

He said that a separate division would be set up under the Cabinet Division to run the organizations of these ministries in Islamabad.

He said that cabinet has approved transfer of Arms Act, Lottery, Capital Gains Tax and some other bodies to provinces.

Under the 18th Amendment, higher education and curriculum would be the responsibility of provinces.

“Dr. Ata ur Rehman gave a new role to Higher Education Commission (HEC) with the patronage of Pervez Musharraf in violation of the rules,” he said. TrendPK

Red Dead Redemption could have been titled Grand Theft Horse. That would have been a terrible name, but totally accurate.

Rockstar Games’ latest epic, released Tuesday for Xbox 360 and PlayStation 3, takes the open-world formula that works so well for Grand Theft Auto and applies it to a wholly different place and time. Now you’re jacking horses and firing repeater rifles in the Old West.
The first thing you’ll notice about Red Dead Redemption is just how pretty it is. The game’s early moments take you on a few horse rides that, not coincidentally, place you in front of some gorgeous vistas, overlooking vast mountains and ranges of cacti. I personally sustain no fantasies about living the pioneer life, but I imagine that a lot of people do. Absent the holodeck, Redemption’s massive world might well fit the bill.

Rockstar has done a good job transplanting the familiar Grand Theft Auto feel into a world without skyscrapers or cars. Having spent some time in Liberty City, I know where everything is — there’s my mini-map in the corner, with its wildly anachronistic but indispensable GPS; there’s my bedroom on the map where I can save my game.

Red Dead Redemption is filled with interesting characters, from Bonnie — the improbably attractive pioneer lady who gives you a place to crash and walks you through the game’s tutorials — to the harried, gruff old sheriff tasked with keeping his townsfolk alive and safe from unsavory rustlers. The main characters seem to have that whiff of period authenticity about them, creating what feels like an authentic sort of time-travel experience.
That reader isn’t alone. Red Dead Redemption, the hottest new video game of the week appears to be afflicted by a bug or bugs that are turning very important elements of the game invisible. Do note that Kotaku can’t verify how widespread the issue is but the multiple reports we’re getting make this something we feel is best to share so people know what might be going on.

After the original publication of this post, we received word from Rockstar that the company is “really happy with how well Red Dead Redemption has been received by the community on both platforms so far. We’re aware of the issues some people are experiencing on multiplayer and we’re working hard to fix them.”
Players are reporting these glitches on both Xbox 360 and PlayStation 3 copies of Red Dead Redemption, primarily when the game’s multiplayer mode is activated. Some of them have isolated the problem to specific locations in the game’s map. Stepping into those zones makes the player or horse flick away, going invisible, but still being controllable by the player. Imagine the problems in a multiplayer match, one gamers told us, when a player starts sniping others while he is in an invisibility zone and they are not.

One RDR player told Kotaku directly that he’s seen four versions of the invisibility bug: one that makes the player’s own character or horse invisible, one that makes the horse and guns disappear, one that just vanishes the guns and one that makes every players’ horse and character disappear during a multiplayer session.

Red Dead development studio Rockstar Games already issued an Xbox 360 patch yesterday, on the day of the game’s release, to address problems with system-link multiplayer.

Rockstar’s new Western has received high praise from reviewers and strong buzz this week. Hopefully this bug is not widespread and will be fixed swiftly.

With the NBA’s worst record, the New Jersey Nets actually had a better probability of picking fourth in the draft than first.

The Minnesota Timberwolves will be No. 4, which is exactly where the odds said they should be, despite starting in the No. 2 spot in the lottery.

“Somewhere there’s some mathematician from MIT and this all makes sense to him or her,” Timberwolves president David Kahn said. “It doesn’t make sense to me as to why we were supposed to be No. 4 in terms of the greatest odds.”

That’s the lottery: sometimes criticized, often confusing and apparently here to stay.

The Washington Wizards won Tuesday’s event and the Nets ended up third, the sixth straight year the team that needed the most help didn’t get it. So it’s easy to say the system doesn’t work.

Except the lottery wasn’t set up to help bad teams get better.

It was created so teams couldn’t get the No. 1 pick just by losing on purpose to finish with the worst record. That’s why no matter what Nets fans were saying after their disappointment, the league can counter that no overhaul is necessary.

“For us, it works well,” commissioner David Stern said before the lottery. “It’s taking care of the main reason for which it was enacted.”

The team has no picks currently, but team owner Dan Gilbert said Friday the team might consider trading for or buying a draft pick.

Regardless of the Cavaliers’ situation, websites updated their mock drafts after Tuesday night’s lottery. Note that Ohio State guard Evan Turner is the consensus No. 2 overall pick behind Wall. The Philadelphia 76′ers own the second pick.

7e34a8962eed 021 lee dewyze hallelujahYeah. Lee DeWyze performed “Hallelujah” tonight on the American Idol 2010 Semi-final. He. absolutely. nailed. it. Wow. I was anxiously awaiting this performance tonight, excited ever since I read that Lee would be singing “Hallelujah”. He didn’t disappoint!

It was beautiful!!! Lee started out small and began to build. Backup singers dressed in black came out on the stage as he sang and framed in directly in the center of the stage. I usually jot down thoughts as I’m watching American Idol, that way I’ll remember my first feeling about the song when I write about it later. My notes for this performance? I think he just won American Idol. It was incredible. I have been rooting for Crystal since the beginning of the season, but I think tonight Lee won my vote. He brought his A game. I really do think he will win.

Enough of my gushing, what did the judges think? Randy called it his “biggest moment at the biggest time in your career” and said that “it was unbelievable”. Ellen said “That was stunning”. Kara said, “You are what this show is all about” and called Lee DeWyze’s performance an “incredible epic moment” she told Lee, “You just owned the entire night”.
Simon, who picked the song for Lee told him that he was “Very very very proud” of him. “You proved that you are a fantastic singer and i hope you make it next week.”

Also moving up in the Draft are the Philadelphia 76ers who had a 6.03% chance of getting the second pick and pulled it off.

Kentucky point guard John Wall is certain to be the number one overall pick. In one season with Kentucky the explosive Wall averaged 16.6 points and 6.5 assists.

Projected to be the second overall pick is Ohio State shooting guard Evan Turner. The fans in the City of Brotherly Love should be happy to be landing the College Player of the Year.

The New Jersey Nets won a total of 12 games last season and will pick third in the 2010 NBA Draft. Can things get any worse for the Nets? The Minnesota Timberwolves had the second worst record in the NBA and slipped to fourth in the Draft.

A Mega Millions ticket sold at a barbecue joint in Pico Rivera is worth $266 million.
California Lottery officials say the ticket matched all six numbers Tuesday. It was sold at L & L Hawaiian BBQ on Washington Boulevard. The winner has not come forward.

The numbers drawn Tuesday night were 21, 9, 35, 43, 31 and the Mega number was 8.

The $266 million jackpot is the eighth-largest in the history of the game, which began in 2002.

The Mega Millions ticket matching all six numbers was purchased at L&L Hawaiian Barbecue on Washington Boulevard. The winner has not come forward.

At $266 million, this would be the eighth-largest Mega Millions jackpot in the game’s history, according to the lottery website.
