Rescue 15 service decentralised

818cc216go1 160x120 Rescue 15 service decentralised ISLAMABAD: The Rescue 15 police unit will be decentralised and its work force will be put at the disposal of operations police.

Personnel and vehicles of Rescue 15 will be reallocated under the direct command of respective Superintendents of Police (SP) in the city’s four zones.

They will continue to respond to emergencies and will have more authority to take action. The decision was taken in a meeting between SPs and Senior Superintendent of Police Tahir Alam Khan on Saturday.

“The helpline and other facilities previously associated with Rescue 15 will continue to function the same way,” said Altaf Aziz Khattak, the Deputy Superintendent of Police (Security).

“The falcons, vehicles and personnel will be allocated to police stations according to their needs,” he added.

“The idea was to make up for the lack of force and resources. Now the dedicated vehicles of Rescue 15 police will also be available for regular operations like special checking, enhanced patrolling and checking crimes,” said a police official.

At present, Rescue 15 is a separate unit of police responding only to emergency calls. It has a separate officer in-charge holding the rank of SP.

However, they could not register cases or proceed against any suspect found responsible for creating an emergency. They had to rely on duty officers from the respective police stations for further action after providing emergency assistance.

“The process was time consuming and more force and vehicles of police were utilised in the previous procedure,” said Khattak.

“Now the same officer will have authority to take action and act as the officer on duty,” he added.

Police said the decentralization of Rescue 15 police will not only reduce the existing disconnect between the officers of the four zones of Islamabad Capital Territory but will also reduce the response time.

The emergency calls for help will be received in the same way as before but they will be directed to the police station of the area concerned, where the respective supervisor will inform and move the Rescue 15 falcons to reach at the trouble spot.

All fourteen police stations of the city would forward their requirements and needs to the Deputy Superintendent of Police Security’s office after which the Rescue 15 force will be deputed at the police stations as needed.

In Baghdad, Iraq on Monday all the gunmen who stormed a church, seizing dozens of Iraqi and threatening to kill them were killed when the Iraqi police raided the church and ended the stand-off.
Minister of Defence Abdul Qader al-Obeidi who supervised the operation with Baghdad security spokesman Major General Qassim al-Moussawi and a number of Iraqi military commanders said that most of the hostages were rescued and all the attackers were killed, but he stopped short of giving numbers. The US military said between seven and 10 hostages and seven members of the Iraqi security forces, as well as seven attackers, were killed in the rescue operation. Most of the people who were attending the mass were rescued and the operation was carried out with high efficiency. Witnesses reported seeing many bodies inside the church after the gunmen wearing suicide vests threw grenades or blew themselves up as Iraqi forces stormed the building. The insurgents laid siege to one of Baghdad’s biggest churches as more than 100 parishioners attended Sunday mass in a central district near the heavily fortified Green Zone, home to embassies and the Iraqi government. US military officials watched the rescue operation from cameras in hovering helicopters. Violence has fallen sharply in Iraq since the height of sectarian bloodshed in 2006-07 but attacks by Sunni insurgents linked to al Qaeda and Shi’ite militia continue daily. Some police sources said they believed the initial target was the nearby Iraqi stock exchange, a bourse that lists a couple dozen local companies.

The last of the 33 trapped Chilean miners, 54-year-old Luis Urzua, the shift foreman, was rescued on Wednesday after having stayed 700 metres underground for more than two months. The atmosphere at the scene exploded when Urzua walked out of the capsule. Waves of horns, sirens and cheers sound for long.
Urzua was among the 33 miners who have been trapped in the San Jose copper mine that collapsed on August 5. All of them were elevated one-by-one in a capsule through a narrowly bored hole. President Sebastian Pinera bear-hugged the foreman in a high spirit, and invited him to stand beside him to join the hundreds of others at the scene to sing the national anthem. Praising the foreman a very good leader of the group, Pinera said We’re going to thank everybody from the bottom of our heart.Urzua responded with thanks to everybody who have participated in the rescue. I am very proud of what you have done, he said to the president. As the capsule started lifting up, great joy was seen from everybody’s face and tens of hundreds of rescuers on the surface could not help singing spontaneously: Let’s go, miners Let’s go, miners Tonight we are going to rescue you. After the first miner was pulled out to the ground, Pinera delivered a triumphant speech, saying This country is capable of great things …We Chileans have shown the best of us. Describing the experience as a wonderful night that Chileans and the whole world will never forget, Pinera noted that it was unprecedented in the history of the world for its magnitude and complexity. The president said his government will strive to improve mine workers’ safety. The miners, who have been trapped since August 5, were confirmed alive Aug 22 and it had been estimated that the rescue would take four months. On Oct 9, a 624-meter deep rescue tunnel was completed. Chilean Mining Minister Laurence Golborne then declared that the extraction of the miners could begin starting Wednesday.
